Every one is true and defensible. This is the hour that ruins an unbudgeted assistant.
Nineteen are the same item
One moved date produced eleven candidates; one quiet thread produced eight. They collapse to two items, each raised once.
Three people get one each, two wait
The account manager has already had five pushes this hour, so their item queues. Nobody hears that thirty-one things happened.
Three mechanisms
Two ceilings, counted centrally
One cap for the company, one per person, counted in one place. A ceiling is not a target; judgment raises fewer.
Cooldowns, so an item is raised once
Within its window the same item is updated in place, not raised again. Otherwise a growing gap would ring every hour.
The numbers are sentences, not constants
Each limit is a preference stored as a sentence. Fewer pushes at month end: said once, changed by saying otherwise.
Three honest limits
A ration makes noise survivable, not judgment perfect.
It governs what the Brain says, not your colleagues.
Sends, deletes and shares still wait for a person.
